Qur'an 64:11 At-Taghabun

No disaster strikes except by permission of Allah. And whoever believes in Allah - He will guide his heart. And Allah is Knowing of all things.

Saheeh International

What it says

No affliction lands outside Allah's permission; the calamity itself is placed inside his decree rather than treated as something that happens to him as well as to the person it strikes. Belief is answered in kind, a guided heart, and the verse closes on knowledge that covers everything, the affliction included.
