Qur'an 59:7 Al-Hashr
And what Allah restored to His Messenger from the people of the towns - it is for Allah and for the Messenger and for [his] near relatives and orphans and the [stranded] traveler - so that it will not be a perpetual distribution among the rich from among you. And whatever the Messenger has given you - take; and what he has forbidden you - refrain from. And fear Allah; indeed, Allah is severe in penalty.

What it says
The rule widens from one tribe's abandoned land to fayʾ in general, taken from any town without a fight, and the distribution is fixed by name, Allah and the Messenger, relatives, orphans, the needy, the traveler, rather than left to the strongest claim. The stated purpose is that wealth not become dūla, a thing that only turns over among people already rich. The verse then generalizes further, past property, into a rule about obeying whatever the Messenger commands or forbids.
