Qur'an 87:3 Al-A'la
وَٱلَّذِى قَدَّرَ فَهَدَىٰ
And who destined and [then] guided
Saheeh International
What it says
The second pair. He set a measure for each thing and then showed it the way to what it was measured for. This is guidance in the widest sense, before any question of belief: a seed knowing which way is up, a newborn knowing how to feed.
