Qur'an 78:38 An-Naba
The Day that the Spirit and the angels will stand in rows, they will not speak except for one whom the Most Merciful permits, and he will say what is correct.

What it says
The silence of the previous verse is shown rather than stated. Ranks of angels are standing, and the exception to the silence has two conditions: leave must be given, and the one who speaks must say something correct. Permission alone is not enough.
