Those who are constant in their prayerAnd those within whose wealth is a known rightFor the petitioner and the deprived -

What it says · verse 23
Dāʾim is what continues without a break in it. The preposition ʿalā gives the sense of keeping to a thing and staying on it rather than merely doing it. The clause is the first of a run built on alladhīna hum, each one a fixed description rather than an occasional act.
