Qur'an 86:13 At-Tariq
إِنَّهُۥ لَقَوْلٌۭ فَصْلٌۭ
Indeed, the Qur'an is a decisive statement,

What it says
The thing both oaths were sworn to. Fasl is the word for cutting one thing away from another, so a qawl fasl is a statement that separates. After it there is a right side and a wrong side where before there had been discussion.
